The Palm River Public Utility Renewal project is part of Collier County’s PUR initiative, replacing aging water, wastewater, and stormwater systems in Basin 305. The Palm River Public Utility Renewal Project is a multi-year initiative to upgrade aging infrastructure in Basin 103, which includes the Palm River Estates neighborhood. With over 10 miles of roadway and approximately 1,500 properties, this primarily residential area is experiencing frequent water main breaks, service line failures, and localized flooding.
The project replaces outdated utility systems and improve stormwater management to enhance service reliability, environmental protection, and neighborhood walkability.
Scope of Work
Replacement of water, wastewater, and stormwater systems
Installation of PVC pipe to replace aging clay sewer laterals
Rehabilitation of stormwater collection and treatment systems within the public right-of-way
Addition of sidewalks and roadway improvements for safer pedestrian access
Note: Some work may require access to private property. Residents will be contacted for permission as needed.

Areas 1 & 2
Palm River Public Utilities Renewal has finished this stage
These areas included infrastructure upgrades along Cypress Way East, Palm River Boulevard, Golfview Drive, Pompano Drive, and Eastwood Drive. The project replaced aging water, sewer, and stormwater systems, rehabilitated two wastewater pump stations, and added a new sidewalk along Cypress Way East.
New PVC water mains, fire hydrants, and water services installed

Area 4 – In Construction
Palm River Public Utilities Renewal is currently at this stage
Located in Cocohatchee River Estates on the west side of Palm River, Area 4 includes 24 single-family homes currently served by septic systems. The project is installing a new PVC water main and converting properties to a centralized sewer system via horizontal directional drilling.
