This amendment to the Golden Gate Area Master Plan within the Growth Management Plan updates the Santa Barbara Commercial Subdistrict to support redevelopment by allowing residential and mixed-use development. The amendment restores residential densities consistent with the underlying zoning districts while continuing to allow commercial uses and removes the existing restriction on duplex dwelling units.
The changes also include a companion update to the Santa Barbara Commercial Overlay in the Land Development Code to implement these updates. New design standards ensure compatibility with nearby residential properties through buffering and consistent architectural design, and encourage shared access of commercial uses along Santa Barbara Boulevard to reduce curb cuts and improve traffic flow.

CCPC reviews the petition at an advertised public hearing, providing recommendation of approval, approval with conditions, or denial to the Board of County Commissioners (BCC) based on consistency with the Growth Management Plan, applicable regulations, policy level considerations, and public input received. For a large-scale GMPA, the CCPC holds a Transmittal Public Hearing for review and transmittal to the State Department of Commence and an Adoption Public Hearing. thereafter.
Board of County Commissioners (BCC) Public Hearings

The Board of County Commissioners reviews the LDCA or small-scale GMPA petition at the final public hearing and determines whether to adopt the amendment based on consistency with the Growth Management Plan, applicable regulations, and public input. For a large-scale GMPA, the BCC holds a Transmittal Public Hearing for review and transmittal to the State Department of Commence and thereafter, Final Adoption Public Hearing.
